Found the problematic slot - by trial and error, is the second black slot from the rear - nearest the processor...
How ..... Ok, Ram slots have problems at times, Ram modules have problems at times.
Did you pull all ram and test with Memtest86 to make sure it is not a ram module ??
Specs : https://www.itcreations.com/product/33366
If it is being reported as 12 then issues with ram or the slot.

There is no telling what the issue is with the slot.
If look in the slot is any metal out of place or pulled in a direction ?
If it is issues with attachment to the M/B then can be fixed with another slot. Could be another issue from Bios...
Anyway 48 is better than 12g. So all would suggest is Test. If running Linux then more than enough as well for Windows.
Anyway this should be running Linux but some info if not found already : https://support.hp.com/us-en/product/setup-user-guides/hp-z620-workstation/5225037

That would sound reasonable as what the manual says are the slots to put them in for a pair. Then same for the white side.
I think the matter is just test and take what is best performance.
Do not run more than 1 monitoring tool at a time if running any.

Ram OK at 64GB 100% = 4 x 16GB
Well, let the HP Z620 PC in this RAM setup, 64gb=4x16gb - even not an ideal RAM order?
4 x RAM chips are in slots: 1, 5, 2, and 6 [2 x black + 2 x white] in other words, rather than in all 4 black slots as should be, well???
