I believe the SHA update needs to be installed manually before you can get updates but I could be wrong.

If you aren't using Windows Server then this is the one for SHA

2019-09 Security Update for Windows 7 for x64-based Systems (KB4474419)

Servicing Stack

2019-03 Servicing Stack Update for Windows 7 for x64-based Systems (KB4490628)

Rollup

Update for Windows 7 for x64-based Systems (KB3125574)

No, you're correct.  The hash update does need to be installed manually.  Update won't work without it.  Although, since Win 7 is EOL including outside of extended support, Windows Update may not find any automatic updates to install to begin with.  MS may have removed them from the update server like they did for XP back in the day.

If your installation media did not include SP1, then that is the first thing you must install. If you want Windows Update to work, then you must install this update for Windows Update Client:

https://www.catalog.update.microsoft.com/Search.aspx?q=KB3138612

I believe KB4474419 is only needed for the last several months of security updates preceding EOL (and for Firefox 100 and later, various antivirus products, etc.), but I could be wrong.
Patches? We don't need no stinkin Patches!

Out of KB4474419, KB4490628 and KB3125574 it's actually the Convenience Rollup that enables Windows Update, but out of these it's KB4490628 that is a prerequisite for KB3125574 already.

Then again the question is regarding the Microsoft Update Catalog, and it's been answered elsewhere...

It will after installing KB3125574 or KB3138612, but first you need to install KB976932 manually as well...
