France is part of the Nine Eyes international intelligence-sharing alliance, which means it participates in the surveillance of other countries’ citizens and allows for its own citizens to be monitored. Surveillance is typically carried out via telecommunication companies and internet service providers (ISPs). In 2013, the Guardian reported that the NSA had been engaged in widespread phone and internet surveillance of French citizens. 

Furthermore, the 2015 Intelligence Law allows French intelligence agencies to conduct electronic surveillance without needing a court order. According to a report by advocacy group – Freedom House – a further amendment allows real-time collection of metadata from anyone likely to be related to a terrorist threat. 

To help prevent such unwanted intrusions, anyone living in France – or even visiting the country – should use a VPN.
