Hi, Welcome to BC.

Please do not make anymore posts other than here.

See if can get this done.   From a Administrator Command Prompt on C: Run SFC /SCANNOW   or from a boot disk to run on C:

You missed the directions : https://www.bleepingcomputer.com/forums/t/576314/blue-screen-of-death-bsod-posting-instructions-windows-vista-through-to-11/

Attaching is a 3 step process.

Do you have a Boot Disk ?  Will bring up >X then change to C:

Or try one of these : https://www.makeuseof.com/tag/bootable-windows-pe-based-recovery-discs/

I thought it still booted occasionally.

No those things and that command are not for Safe Mode.

I think it's scanning now. Says there is system repair pending which requires reboot to complete. Restart windows and run sfc again.

How do I restart from c prompt?

I restarted from window open behind c prompt. Hope that works. It is running "startup repair" from window.

It is running another session of "startup repair" after unable to restart. Is it better to do a c prompt scan?

I want you to run this Command from C:     SFC /SCANNOW

https://support.microsoft.com/en-us/topic/use-the-system-file-checker-tool-to-repair-missing-or-corrupted-system-files-79aa86cb-ca52-166a-92a3-966e85d4094e

It will attempt to fix corrupted System Files
