Just recently got this computer a couple of months ago, and it's already having issues. It kept eating one of my folders until I quit adding it, and now it won't let me change my wallpaper picture.

1) What folder, where was it located, and define "eating my folder" (cute doesn't help us help you ;) )?
2) How are you trying to change the wallpaper and exactly what happens?

What the others said... but adding that being unable to change the wallpaper is a classic symptom of an unlicensed/unregistered/bootleg copy of Windows which can have implications for the rest of the system such as ignoring settings changes or losing stuff.

Incomplete instructions on posting the MTB Report. It is to be posted as text in a reply and not as a attachment.

Further to the above without including a Speccy Report it is more or less pointless and incomplete request (IMHO): Please Post a "link" of Speccy Report.
Please install Speccy Free : https://m.majorgeeks.com/files/details/speccy.html
Use Custom Install
At the Top Left Corner of Speccy --> Click File and then Click Publish Snapshot Report, a window will popup and Click YES. --> Another popup will appear and then Click "Copy To Clipboard" then Paste that "link" to your next reply in your thread.

Sorry, I didn't see this. Okay, so I created a folder on my usb drive e, and labeled it "Books" so I could have all my ebooks in one place. A few hours later, that folder and all it's contents were gone. Did several searches, and came up with nothing. As far as the computer is concerned, that folder does not exist.
For the wallpaper, I right click on the desktop, select 'Personalize' and then attempt to change the picture. I select a new picture, and nothing happens. The desk top stays the same, unless I choose solid color as the background. Right now, I've got a daily wallpaper that comes from Bing. That one works.
