Wipro NetPower Server Powering ON, but no display

Currently we are using Wipro Netpower Datacenter Systems Server with model:Z2262, 

When physicaly powering ON from the front panel, server power ON LED is ON and blinking, but no display on moniter.

Troubleshooting steps taken:

1.I had removed the RAM  and reinserted in different slots,

2.smps swapped

3.removed BIOS battery

Still issue persists, kindly guide me in fixing the same.

A steadily blinking power LED on any PC signals an error condition.  The hardware's documentation will show you the codes.  However, given the age of that hardware, don't bother repairing it, even if you can.  Buy something from this century that doesn't burn electricity like a 100W light bulb 24/7 and transfer the data over.

Maybe the OP can't afford to buy a new server. Not everyone lives in a rich country.

I agree with the troubleshooting steps otherwise, however. Check the manual for what that symptom means, or ask the support dep't of the manufacturer.

Did this server boot for you before, or did it never boot? If so, did you change anything in the configuration?

Try another monitor. Try a different cable. What interface does it use? HDMI? DVI? Have you tried removing the CMOS battery to reset everything?

Is there a GPU fan that's come unattached?

Are there any updates?
