windows server update fails - couldn't install but try again (0x80073701)

Hi,
 
Installation Failure: Windows failed to install the following update with error 0x8024200B: Update for Windows (KB5011558).
 
I've spent the last few days ( 20 hours or so total) now trying to resolve it but I cant.... I installed windows server 2022 datacenter edition on a older pc. I bought a dell OptiPlex. I'm Using it for a LOCAL backup network drive server and set it up with a local domain. 
 
The problem is I cant install this one cumulative update for the windows 2022 server OS. It's continued to install other windows updates but not this one. I even downloaded the standalone update installer and it fails...
 
I've tried running sfc scan / dism.. along with turning off the windows update services and deleting cat folder / the software distribution folder and nothing is working. I'll put snap shot images below. Also, there is NO recovery option in windows server when I click recovery. It's just blank. Oh, and I mounted the windows server iso to try to reinstall or do recovery etc but it asks to delete ALL data and no options like regular windows where you reinstall OS / settings but keep your data.
 
 
FYI Im running windows server 2022 evaluation edition.. I am going to purchase a license but I wanted to test the setup first ( i have about 108 eval days left). I've had this setup for over a month now with zero issues until this update. I want to test it since I know win server 2022 is very new and the pc im using is old & i am using a nvidia gpu on it 1030 nvidia. DO I need to use a older windows server version? Is this the problem? If so what's the latest I can use?
 
Please let me know if there is anything left I can do or if I must just reinstall windows server? From what I read online it's looking like a common issue for all window versions not just server editions... and most people end up having to reinstall. I've even run into this issue before on my regular windows 10 pc years ago and I fixed it with deleting software update folder.

I have hyper-v with 2 vms setup but they are not running. OH I Have ESET File server security installed if that matters? I read that anti virus can cause issues so I uninstalled it and re did all the things I said already and it still failed & YES this is a legal copy/ install of eset windows file security. I bought it directly from eset.
