Has anybody ever come across this issue? Also have no idea why my images uploaded sideways

(67.exe) Program Not Found

So I have this Packard Bell legend 2430 running windows 95. Im able to boot into the operating system, but I cant open any programs. Every time I try to do anything on the computer, I got an error, saying windows cannot find 67.exe This program is needed for opening Files of type URL: C Protocol and then it asked me to specify a location for 67.EXE
Has anybody ever come across this issue? Also have no idea why my images uploaded sideways
