New build won't post - red CPU and DRAM LEDs stay on

Hi all, looking for advice if there are any other steps I can take to troubleshoot without having any other compatible spare parts..

Build:
MOBO: ASRock B760m PG lightning wifi
CPU: I5-13400F
RAM: 2x16Gb Gaskill ripjaws S5 (F5-5200J404A16GX2-RS5K)
GPU: 16gb ASRock challenger RX 7800 XT
Storage: 2tb crucial PCIe 3.0 NVMe M.2 SSD
PSU: Corsair CV650

The build won't post at all, DRAM and CPU debug lights on the motherboard are solid red indefinitely (have waited for at least 20 min).

What I have tried:
-double checked all wiring is correct

-double checked the manufacturer's QVL list to make sure all parts are compatible

-Swapped RAM into all possible configurations, tried each module individually in each DIMM slot.

-took out CPU to inspect closely and looks fine, no bent pins on the socket either.

-took apart entire build and started from scratch in case I made a stupid mistake

-checked nothing conductive is touching the motherboard

-swapped out the PSU for an EVGA supernova 750 B2 (known good and working)

-took out RAM and GPU to see if CPU check is passed and corresponding LED turns off, but it does not.

Is there anything else I can do in the absence of a compatible spare CPU, RAM or motherboard?

Connect a PC speaker to the speaker port on the motherboard.  The audio code beeps may give you enough information to better diagnose the problem.  If you get no audio codes the board is bad.  If you do, go from there consulting the manual what the codes mean.

 

Otherwise, it appears to me the motherboard is DOA.

Try pulling one : Storage: 2tb crucial PCIe 3.0 NVMe M.2 SSD, then the other if results are the same.

 

The problem is probably your Ram.  Can not find a correct page for it but.......

The Speed is too fast., not to fast for the board, to fast for the chip.

To be compatible to your chip the fastest the ram can be is : Up to DDR5 4800

 

Suggest in BIOS find SPD some where so that you can lower the ram speed to 4800 and if still persists lower again. maybe 4200.

Turn off XMP as it is overclocking, so again ram would be too fast.

If running with example : something like ASUS Fast Boot, turn it off on the ASROCK.

 

If the ASROCK has something in the rear I/O Panel that you can do a no power on BIOS Update would suggest doing so. See manual for that and SPD

Check with ASRock to see if there is a BIOS update and update the BIOS if available. Re-seating memory sometimes corrects these issues.

@Crippled2013  Hi, before posting suggestions and help please read over other posts to see what has been a;ready suggested.  In the post above yours I had already recommended installing a update for BIOS if the system has a no boot option to do so. As well I provided the URL to the BIOS if it was not known.

 

Thus your post is duplicating already posted suggestion help with in reading distance.  Thanks going forward with this posting insightful information for people seeking help.

Ugh, first of all sorry for posting in two places, I wasn't aware that was a no-no.

I ended up RMAing the motherboard, turns out it was faulty. Got a replacement and it is now posting fine..
