Truly Free VoIP provider in USA?

Hi all:

 

I'm trying to find a free VoIP provider in the USA for a friend of mine. Truly free. I did some Googling, and many of the findings are garbage. They list providers that are free to demo, but then paid, or never free in any way.

 

Can anyone tell me of an actual free US-based VoIP provider, preferably one that allows you bring your own software package?

free for certain groups of people... Like, if you're a developer, student, or in a managed environment, then you have options. Otherwise some govt subsidized populations or specific regions you might be lucky to find in exchange for your privacy and/or personal data .. or if you're feeling risky u can experiment with things from a different standard or protocol.. like Bluetooth messages and SIP calling

Do you have any suggestions in particular? I have a friend with chronic disease who has no money to speak of. If it helps, he has zero income and is a veteran.

Is he 100% disabled? There are free services available for such. He should contact the state he lives in to see if the ACP Program us available.

I'm not sure what you mean by 100%. He is capable of doing certain tasks. But he often can't do a lot.

 

And let's just say the system has treated him badly...very badly.

100% is a rating the VA gives to veterans. If you want to connect me with him, I can see about helping him since I do volunteer work for the VA.

And if he is rated he would be getting a monthly payment. Fir instance I get 4400 a month tax free due to my disabilities.

He may quality for free or discounted cellular / internet service

Thanks, Dan. But this particular friend and I are still in the middle of an argument. I don't think he will admit he officially wants my help.

However, if you have a website or other resource to which I could refer him, I'd appreciate it.
