Has anyone got a list of what programs HAVE to start up when booting? I have 144 programs starting, which takes a bit of time, but I do not know enough to say if it is needed or not.

There is Programs, Services and ....
There is nothing that I would now deem as a trust worthy list.
On Settings and go through Every Topic and Sub-topic and turn off or Right Click and uninstall it.
Depending on how much or little you like Windows (unknown version as you did not say) there is : Uninstall Apps do not use. It does not remove them from the drive only from being installed. It is so can be reinstalled again.
If do not like Windows much you can experiment by turning on/off stuff
https://www.oo-software.com/en/shutup10 Note, will need to return to the page and look at it for date of release every Patch Tuesday sorta thing. It does not update. You download an newer version into same folder and save over top. Run and reboot. Changes only happen when reboot to turn off or to turn on.

From what you have said, I suspect that you are trying to speed up your start-up.
I cannot help with your list, just a few thoughts.
How full is your "C" Drive.
When did you last clear the Cookies off your PC.
Start-up does not need anything like your Word Processor, Video Viewing Software, Picture Software, Spreadsheets. All these can be opened, when you need them, in seconds.

How do you know you have 144 programs starting at boot? Download and run Autoruns (https://learn.microsoft.com/en-us/sysinternals/downloads/autoruns) and look at the "logon" tab. Feel free to post a screenshot (or 3) of that tab and we can see what you have loading.

Allan asked the key question...you assert your system status and yet...you provide no essential information to validate your assertion.

I run Glary and look in start up and it shows me how many programs are loading

Glary is certainly something that no system needs, I would uninstall it.
