Suggest run : https://www.bleepingcomputer.com/download/adwcleaner/  Do not skip last step as will reset network to proper settings upon reboot.  Keep log if anything found.

Is it possible for an adware to affect a connection on one modem, but not the same connection on another modem?

Using msconfig, I was going to stop all non-windows things to know if the issue was something there.  I noted if anything was already disabled, but nothing was.  I disabled all and then rebooted.  After that, it seemed to work.   Next, I was going to turn on a few things at a time, but accidentally enabled everything (I didn't notice until later).  With everything enabled, modem was still working.  I tested it a couple days with no problems.  When I went to narrow it down some more, that is when I found that I had accidentally enabled all.  Apparently, disabling all, then enabling again, fixed the problem...yay!
