No, it's not.  That's - forgive my bluntness - the whole problem.

Is it accessible in itunes?

I don't think so... but I'm not sure.

What should I click on to find (browse) the phone, disk drives, etc.

But the fact I can see your voice note says it's accessible.

No.  Besides this computer, I have tried connecting my iPhone via USB to two other computers (one desktop, and one laptop).

I've also done the same with 2 other iPhones (belonging to members of the same household).  Again, no luck.

At my next opportunity - not confident how soon that can be, though - I'm going to have a friend bring both his iPhone and charging cable over here, to attempt the same connection.

And actually, that Voice Memo is accessible even now, with the iPhone NOT connected.

So that just says to me that the iPhone  *was* able to communicate with the computer *at some point* in the past, who knows when.
