A friend of mine who is big intro retro builds told me that I can just reinstall Windows 98 over my current installation and it will replace system files with clean ones. He also told me that it will redetect my hardware

so that is what I did, and it did redetect my hardware and automatically located the video and audio drivers that were on the machine

Fixed the device manager flag but Windows Media Player still cannot play wav files. Still tells me that there is no audio hardware.

A new problem came up with mp3 files. I get xvidcore.dll not found" whenever I try to play an mp3 file

Here is new screenshot of device manager

You'll need the klite codec pack.

I'll check my vmware install of win98 and see if I get audio and then provide my system.ini.

Well, if the sound card plays MIDI this should signal to you that it works. Are you familiar with DOS?  I can try to cook a bootable image that initializes the sound card. That's one of the ways that comes to my mind  to keep your messed Win98 intact. Unless you have another hard drive and/or CF card with an IDE adapter where you could install a clean win98.

Unbelievable. Yesterday the buyer said they needed time to test the sound card with another motherboard. I opposed that they only needed an empty hard drive/partition. And today they escalated the case out of a sudden without giving me an option to refund them which led to a defect to my ebay account. The sound card played MIDI synthesized music as the buyer randomly admitted which means the sound card is absolutely working. Looking at their language and "logic" here do you think the buyer is a scammer? This was a $11 sound card and for that miserable sum I also had to post it from EU to USA. pay the ebay fees. I am just doing favor to vintage computer fans...

Any feedback on this guy?

eBay did that automatically! I did NOT escalate the case. I have not even been on eBay since the last time I messaged you! I never got the chance to test it on the other PC first.

I got an email from ebay 20 minutes ago stating that they refunded me. I was at a restaurant with my wife when that email came in. It was a surprise to me as well

It is bullbleep that eBay took it upon itself to automatically refund me when I was still working with you

Do you use any legacy hardware like a printer or something that connects to the com ports? If not disable them in the bios and try again.

Yes, the conclusion is this was 100% a scamming story. The "buyer" in less than  24hrs of receiving the sound card was determined to "return" it. Well knowing that the overseas return to EU was not possible for the total sum he already payed ($11 incl. postage). It is shame that such US people exist:

@Sylveon Fetish

I know I am very late to the party, but after reading your most recent posts, it appears you never did solve your problem.  I tend to hang on to my installation/driver CDs long after the hardware is gone.  As a result of I have four different old Creative Labs CDs. The volume labels are SB16, SB16, AWE, and AUDIO.  They all different, at least the file counts are different ranging from 39 to 787 files.    The bad news is that they only have directories labeled WIN31 and WIN95 and the newest file dates are from 1997.    I have no idea what cards they support or if the Win 95 drivers will work with Win98, but I am willing to make images or zip the files and place on something like 4shared.com if you want to give them a try.

I have the same sound card and was able to install it on Windows 98SE using the following drivers:

https://support.creative.com/downloads/download.aspx?nDownloadId=260

And then through the waveset manager I added the following sound font:

https://support.creative.com/downloads/download.aspx?nDownloadId=1825

I got this information from another forum entitled: I need the drivers for a Sound Blaster CT4700 PCI 128
