Tried, when I tell him to go and get them in the folder, he doesn't see any compatible drivers.
However when I try to install them windows always looks for those of DM9601.
Through Windows 10, in 98, I do not know why this option does not appear, I have recovered this info. Could they be useful?

So I did, reinstall driver, in the list of network devices, I clicked on the "Have Disk" option.
I went to the drivers folder, and it saw me and recognized, this time, the RD9700. I selected it, but when I pressed OK, the following message appeared:
Cannot find hardware information in the specified location.
The problem appeared on the drivers you made me download.
I tried the ones from the CD and started installing them. After a while though:
Unable to install Realtek RTL8150 USB 10/100 Fast Ethernet Adapter.
Error code 1F6. Then Windows restart. And the device is installed but disabled.
I enabled the device and restarted the PC.
Yellow exclamation point: The device is not present, is malfunctioning, or not all required drivers are installed. (code10)
Isn't it that the first drivers conflict?

I have installed these drivers. But it doesn't seem to work.
Then with the update function, I manually went to look for them in the list.
Nothing is found under the Manufacturer name: Corechip Semiconductor, Inc.
The only ones I find are the manufacturers: Crystal Semiconductor and Davicom Semiconductor, Inc.
Nothing under the name of Corechip Semiconductor, Inc.
Going to:
C: \ Program Files \ InstallShield Installation Information \ {8F1A2017-DF3D-44D3-BE79-C616CF5946D3} I find the driver installation program.
In the setup.ini file I find:

In the list of manufacturers it should appear:
Corechip Semiconductor and the driver to be installed with the name of RD9700 USB Ethernet Adapter
BUT this does not appear in the list.
According to these two sites, this company has no drivers for this device, much less for windows 98.
however the IDs do not match:
The IDs provided are:
USB \ VID_0FE6 & PID_9700 & REV_0101
USB \ VID_0FE6 & PID_9700
and not:
USB \ VID_0FE6 & PID_9700
USB \ VID_0FE6 & PID_9702 & MI_01

I installed the driver with the Setup program, but on reboot, the problem remained, then I went to the list where the Realtek Manufacturer was, but the newly installed drivers were not in the list. So I told him to go and get them, manually in the windows 98 folder, always the .ini file. I installed everything without problems, restarted ...

Maybe I understand the driver problem on the CD.
You should be missing some correct information for installing the drivers.
Looking at the files I shared, on the CD, in the folder:
CD USB LAN Driver \ RTL8152 \ RTL8150 \ Windows98 and WinMe Driver \ 0001-RTLUSBNT.125_98_EM \ RTLUSBNT.125_98_EM
we find two folders, one for Win98 and one for WinME.
I noticed that when I installed the other drivers, during the installation process, it asked me for the files that are on the Windows98 installation CD.
The drivers present in the CD do not require these files, perhaps for this reason, the installation was interrupted giving an error and it appears that the device has not been installed correctly.
I tried, again from the manufacturer's CD, he installed the ones for WindowsME and he installed them without problems, and here he asked for the famous additional files that are in the Win98 CD.
Obviously, on restart, blue screen.
The drivers are obviously incorrect.
Can you see if anything is missing from the Win98 driver instructions? 
Obviously if you are capable of it. I know it's not easy.

Maybe I did not say it clear enough. I'm sorry.
The only drivers that do not ask for it, and in fact at the end of the installation process due to an error or incomplete installation, are the windows98 drivers in the manufacturer's installation cd.
All the other drivers tested, even if they don't work, have always asked for and installed the additional files in the windows 98 cd.

By chance did you install the generic Windows 98SE USB storage drivers? I'm not sure on a USB Ethernet device but for USB flash drives the generic drivers are required to pick up USB flash drives otherwise a specific driver for the USB flash drive device is required.

Yes I have installed them.

Either way I will write to more vendors and ask if they can check the ID Hardware.
