Would think your download/install problem has to do with your : NordVPN  has caused crashes (as usual) would recommnd not using it at all and find something else.

If crashing, or crashing Firefox this is the problem

As well your : Avast Free Antivirus.  As Windows 10/11 Defender is in the Top 10 of A/V programs there is no need to run Avast.

Use the Removal tool : https://www.avast.com/en-ca/uninstall-utility

Install this for Cleanup and Boost and Defender A/V scanning : https://pcmanager.microsoft.com/en-us

Is this what you installed : Logitech Options (HKLM\...\LogiOptions) (Version: 10.20.11 - Logitech)  ?

Is this needed : Update for 2007 Microsoft Office System ?   I see no 2007 Office....

Try and fix : Windows 10 fix dcom errors Event-ID 10010  : https://www.partitionwizard.com/news/event-id-10010.html

or : https://windowsreport.com/event-id-10010/  NOTE : Do not download anything.

Download and run .Net Repair Tool : https://www.microsoft.com/en-ca/download/details.aspx?id=30135

Would guess this is a new version Download as per MTB Report .NET Problems : https://dotnet.microsoft.com/en-us/download/dotnet/7.0/runtime?cid=getdotnetcore&os=windows&arch=x64

You want the middle one, run Desktop Apps x64

This is most important to fix from MTB Report  and is hard to fix : This is often caused by incorrect security settings in either the writer or requestor process.

Thank you for your help and for working with me.

1. Nord removed (never had any problems before, used for years)

2. Avast removed (didn't really care for it anyways)

3. Installed and ran Cleanup and Boost and Defender A/V scanning

4.  Is this what you installed : Logitech Options (HKLM\...\LogiOptions) (Version: 10.20.11 - Logitech) = Yes.  Doesn't even recognize the active Logitech mouse.  I can remove....

5.  Office Professional Plus 2007 active and working fine

6.  Try and fix : Windows 10 fix dcom errors Event-ID 10010 = will need to look into this further

7.  Download and run .Net Repair Tool = Done

8.  Would guess this is a new version Download as per MTB Report .NET Problems.  You want the middle one, run Desktop Apps x64 = Done

9.  This is most important to fix from MTB Report  and is hard to fix : This is often caused by incorrect security settings in either the writer or requestor process. = Will need to look into this further...

Shall I try a reboot and attempt at software download?

EDIT:  I tried to load the software again and it failed.

I got it working, so for anyone out there with the same problem:

Just to make a test, I was able to install the Offline version and it worked fine, but had limited capabilities compared to the online version (even though the Logitech website says they are the same (they are not).

I contacted Logitech via phone, we uninstalled the Offline version, they couldn't get the Online version to install either, so we ended up getting the Online Logitech Options+ downloaded and installed by doing a Clean Boot (https://support.microsoft.com/en-us/topic/how-to-perform-a-clean-boot-in-windows-da2f9573-6eec-00ad-2f8a-a97a1807f3dd) and downloading and running the setup that way.  It installed and after returning to Normal Boot it seems to be running fine with all options of the online version.
